How do you get framed pictures?

I’m aware posters are from Harvey’s island but how do I go about getting there picture? I don’t allow villagers to leave until they’ve given one to me and I’ve heard they may only give them on birthdays so wanted to make sure.

I had Bubbles give me hers. I just kept giving her stuff, and one of the times she gave me her picture in return.

Eunice didn't give her picture to me on her birthday so that theory is out the window.

Just keep giving them gifts and talk to them daily and do tasks they give you and eventually your friendship will be high enough to get their photo.

I got Beau's picture after his birthday (in the mail the following morning), but I have seen several people say they got their pictures through other ways, so if anything maybe there's an increased chance after a birthday, but it's not the only way.

pen pel, that affection sound you hear (like a ring/chime) after doing a favour, give them attention, but not too much... yeah, gifts work, but i have never had to gift my villagers stuff for them to give me a photo.
