I've seen a few posts and photos lately of people doing the glitch where you end up on the train tracks or in the ponds, etc. I've tried to do this (walk extra slow with your net) but it never works! -__- what am I doing wrong? Would someone give me a detailed explanation on how to do it properly? I'm so stuck!

You might be doing something wrong. Here's a very detailed explanation:
step 1: Hold up your net as if you were about to catch a bug.
step 2: Walk as slow as possible (an easy way to do this is to slowly move your control stick forward until your villager is walking, and then holding that speed)
step 3: Walk toward the thing you want to get through (the fence, edge of the river, etc.) I suggest walking as close as possible before attempting the glitch.
It might take a few tries since you have to be walking at the EXACT minimum speed. Also, you can use the same trick to get onto roofs and on top of PWPs! (If you get on the jungle gym, you can still spin it but you won't spin with it.)

Could this have been fixed with EU carts? I've tried and I can't do it at all either
I can do it and I have an EU cart, so I don't think that it has been fixed.

I can do it too and my game is European. But it takes me awhile because I am terrible at it lol. It hasn't been fixed.Could this have been fixed with EU carts? I've tried and I can't do it at all either

I just tried it for the first time ever, it's pretty cool.
When it's 'working' the screen twitches a little? Idk how to describe it. Watch your feet and if they move as you go, it's a good way to tell also if it's working

How do you get out of the glitch? I want to try this, but I'm nervous I'll hurt my game.
Just saving-continuing when you're out of bounds makes you white-out and respawn on your doorstep as with a tarantula/scorpion sting, or at least it did for me yesterday. Otherwise if you don't mind a Resetti lecture you could reset without saving, or even just glitch yourself back into the level using the same technique. My pic above where I'm on the roof of the house, I just net-walked off the edge and was back on the ground.

aand I have a new favorite thing to do in ACNL. IDK why it wasn't working last night, I was doing everything just the same. Maybe there's some spots where it doesn't work?

It doesn't do anything to your game. Though there are some public works and places you can get stuck in and have to use the glitch to get back out of them. I like to glitch when I have visitors. That way if someone gets stuck, either someone else can help with a tweeter or just end the session.
I like to start a bit away from whatever I want to walk on, then slowly move towards it. I also found that it will sometimes work if you stop moving for a second, then try slowly walking again but don't let go of the net.
The net method: Hold your net and walk as if you were about to catch a bug (as slow as possible). Within about a minute, you should be standing on the water. This also works for walking through objects and standing on top of buildings.
The beans/tweeter method: Get yourself a friend or partner and invite them to your town. Hold the tweeter or beans and keep using them (spamming the A button), while your friend runs into you. This is a much quicker way, but you might want to dig some holes to make it easier.

I tried this yesterday and honestly, the way I got everything back to normal was to head back towards the red bridge/train tracks. I then ran across the tracks towards the crossing between my town and main street and ran down to go back into my town. When you do this, you end up being forced to run to your main street like you normally would if you were going there, but when you go back to your town, everything is back to normal.
