How do you decide who to let go?

I've been struggling with who to let out of my town so I could mix things up with my villagers (I'm thinking about Gayle and Dobie) and trying to decide who to let go of is killing me.
Diana defiantly not going.
Same as Molly, Gladys, Soliel, Kyle and Kid Cat.
Agnes is just for pwps unless I become attached. :/
So that leaves Pekoe, Caroline or Carmen to let go
Pekoe was one of my starters, with Kyle and Diana.
I like Carmen because reasons. (it's a geeky inside joke with myself, leave me be)
And I really like Caroline, but her home decor bothers me lately,but I can change that.
Pekoe just pinged and I said she could leave but I'm really feeling conflicted.
Well, Agnes isn't permanent so maybe I'll use her spot. (she's a total bore, pun intended)
What bothers me most is that these are pixels! Pixels with preset dialogues! WHy am I so attached.
Anyway, how do you decide who leaves?

I dunno. I'd wait for Agnes to leave, since she's just for PWPs. That or move out Caroline since you seem the least attached to her.
And remember, you can always get a villager back by cycling out sixteen and readopting them from someone else if you decide that you regret your choice. Good luck c:

If they are in a bad spot I let them leave. Unless it was Bluebear cause I would build around her house. If they do not fit my theme I let them leave. Like, I have Sylvia in my forest town. I like Sylvia but a kangaroo doesn't fit what I am going for.

I lost Kabuki to a Time Travelling accident. It broke my heart because I heavily shipped him with Phoebe. When Phoebe asked to move, it made me happy to think she was joining Kabuki. I made a Zen Streetlight in honor of their inseparable love.

While I like Caroline, she refuses to wear large sunglasses no matter how many I mail to her. Maybe if she's paired with Eugene.....

Well, I made sure to have my favorite villagers' homes in perfect spots for the town layout. Now I'm less likely to let them go. To decided which one will go it may often come down to house placement. If not that, then I think about the personality balance in my town (am I missing one or would simply like another?). In the end, it's really just up to you though.
