How do I get a villager out?

Okay, so I know there are guides. However, I would be really really happy if I could have some advice for my specific case. A villager (which I hate, by the way) has moved right in front of my town hall. I'm planning on putting a park area there. I've ignored him for at least 7 days, and he still isn't out. A new villager moved in a few days ago, and Marshal (!!!) will be moving in the next few days. Any advice on how to get the bad villager (Chops >.<) out? Thanks for your time. ovo
