How do I add people to my Best Friend list?

I haven't has ACNL for long; I got it as a present for Christmas. My cousin told me to add her to my best friend list but I don't know where it is or how to do it
Can I get some help here, por favor?

When you visit her town, tap on the bottom left icon, then tap on the heart beside her name

Go to one of your towns and click on the green tab on the lower left corner! It should explain the rest, but otherwise click on their name/tab thingy (not the TPC) and it should add her as a best friend! Remember to both do it so it connects! c:
