How can I move out villagers without TT?

So I only actually like maybe three of my ten villagers, and I would like the others to leave so that I may acquire my dreamies. But after I time traveled so much in my last town that I lost interest, I have a strict no TT policy. So I've just been talking to them incessantly and doing the diving trick to get pings- but so far no dice.

Is there anything else I can do?

Pass in front of every villager when you start up before talking to anyone. If that doesn't work then talk to the most recent move in and the last villager to ask to move until they tell you to go away. I usually talk to every villager until they tell me to go away unless one of them pings me or tells me someone is moving. Sometimes I get pings every day, sometimes it can be a week.

Gonna be trying these as well. Do you need a certain amount of villagers to do either or those?

You must have 9 villagers before anyone will ask to leave.

Like above, pass in front of every villager. But, there's a way to reset pings. Get a wetsuit, swim to the far corner of the map and stay there for five minutes. All the pings will reset. Go up and talk to all your villagers again, if none of them pinged to move.
