How can I clear my void? Can someone help?

Sorry if this is a stupid question, but I've always sorta ignored the whole "void" thing and now that I know what it is, I have no idea how to clear it. Can someone help me do it? I would really rather not have Lucha move in randomly when I'm moving things to my other town >.<

All you need to do is visit someone who has 10 villagers already and that would clear your void. I would volunteer but I've just had Aurora move out.
