House plotting question

I very recently got Merengue in a trade, and the previous owner moved her out of their town. So I went a day forward on my 3DS clock so I could reset her house plot, but she was nowhere to be found. So I went another day forward...still no house plot. Another day, and after several resets, she was still absolutely nowhere to be found, even with all the open spaces in my town. I don't think it's a matter of me being impatient--is it just possible that my game glitched and something went wrong? :/

Did you adopt another villager the same day? Did someone go to the other person's town while you were still there?

I got Bam yesterday, but it wasn't today, so I don't think that would effect anything? And no one showed up at the other person's town while I was getting Merengue.

Go back to the day after the current day, load up the game on a new character and look for Merengue's plot, if she's not there, place a house. Then change the day one more day ahead and load the game with a new character again. Her house should be there this time, problem happened to me when I got Beau while having 9 villagers even though Cherry was moving out that day.
