Buying Hiring a helper to help redo my town

My town looks like a dump. So i want to clean it up and hopefully start on making it perfect (I wan some jacobs ladders to grow )
BUT, that's too much work, so I'm hiring someone to help me.
I will pay 300k upfront, plus a full bell bag (99k) for every 20 minutes you stay and help.

I would preferably like someone who:
-owns a golden axe
-is good at arranging flowers
-has a lot of patience

At least one of those is required, as I will need help chopping trees, rearranging flowers, taking all of the junk on the ground to retail (you can keep any bells from that, or you can keep items if there is anything on the ground that you want) and other things.
