HELP!

I just got this game and I haven't played animal crossing since the original on gamecube so I am pretty lost.
First, can you do favors for people to get items? What's an easy way to make money? And how can I go to other towns?

It depends on what kind of favours you are referring to.

Like when you talk to a neighbor and you have the option to help them out (IE make deliveries, mail letter) it was from the first one but when I talk to my neighbors they don't have an option to help out but I didn't know if that would happen later on in the game. And I guess this one doesn't have a police station or dump?

Villagers will only ask friends to help out so become friend first by chatting.

And this one DOES have a police station, but you have to wait for a villager to request it.
The dump has been replaced with trash cans and retail.
