Help with getting Friend Code

I just had my mom enter the PIN so I could connect to Wifi only when playing Animal Crossing, but the monkey won't give me my friend code. He says I need to register friends on my 3DS, but I think that's restricted, too.
Can someone give me a step by step how-to?

O.O LOL you go to the 3ds main menu with all the icons and such.On the bottom screen at the top of it,there should be a row with colorful icons.Click a square with a smiley on it.Then,using the D pad move to the right,and it should show your mii and FC

*And when you want to add a friend move to the left of your character,and you'll see a box that says friend list.The top right of the bottom screen will say Register friend.Click that and add a friend(s) friend code.*
