Help? Villager Different than what Plot Said

(I'm really sorry if this has been addressed before.)

Yesterday, I started my game with a new character, because I knew someone would be moving in (I was at 7 villagers after reset). I found her plot near my house. It was supposed to be Sydney, the normal Koala. I didn't like her place, so I reset and found that I liked where she ended up the second time (right next to Eugene). I don't think I read her plot sign at that time, I just assumed it was still Sydney. I saved with the new character and quit. I didn't start with my mayor either - despite it being April 1st, I had too much else to do and the game slipped my mind (I even lost some flowers, huff.)

But I start up with my mayor today and go to visit Syndey and -- ... It's Aurora the Penguin.

I don't know what happened and I'm genuinely confused? Between the time I first say it was Sydney and reset for her new spot, I didn't do anything. No spotpass, no travelling, I didn't ask for anyone to move in. Was this just a glitch?
 
For your 8th villager, the game attempts to plot villagers of certain personalities you don't have for 'balance'. In your case, it's plotting normal villagers. Each time you reset, there will be a different normal villager plot (Sydney the first time, Aurora the next). The only time when one specific villager is moving their plot around each reset is when you adopt them from someone else's town or invite them in from the campsite.
 
Oh, wow! I didn't know that at all. I always assumed it worked the same in the beginning - once the game chose who you were getting then they just had to be plotted wherever.
