Katrinas in my town today and I won't to try and get the Fortune Teller Shop.

I can pay each visitor 5k bells in return.
I know its not a lot but hey! free bells.
 
Sadly, people who aren't a part of your town can't be a part of the unlocking process. Only your mayor and the other characters you've created for your town count. Sorry :(
