Help. Error code 018-0511?? Can't visit or invite friends to town??

Hi, every time that me and a friend try to connect to visit or invite each other, we get all the way to about where you are almost to board the train and then the game stops and this error code message pops up then your only option is to click close and then you are back at your train station and nothing has happened...

I have read that this could be several different things in settings and firewalls and both of us have tried doing several different things to our settings to our wifi to our internet settings and even made sure we had the most up to date ACNL and updated it and then also did some other things in system settings and parental controls as mentioned by a friend of ours...nothing has worked

I have also read that it could be due to one of our internet connections being bad or turning off etc... but if our internet was bad wouldn't we not be able to connect on other games? For example we can play and connect on games like pokemon ORAS and trade and battle and whatever but for some reason we cannot connect on ACNL...

Are we doing something wrong or is this a known bug or error that someone is familiar with? It has really been frustrating trying to figure this out and we have spent hours trying different "fixes" and nothing works...

I aso realize there are forums with connection problems due to having googled this issue a million times since it started but a lot of these forums are form like 2013 and 2014 and I couldn't find any recent ones from 2015 and I did try before posting...

I have already seen this from the many forums and websites that I have searched high and low for a solution and this does not resolve the issue...but thanks for the response.
