I always run to my fountain if I'm still playing as the hour is about to change just so I can take a picture of it!

YES!! It happens on the hour and I think its the cutest thing in the world!!

I actually try to stand near the stone fountains when a new hour starts because of that. I think it was a thing in New Leaf as well, but I love seeing it in New Horizons!
