Has anyone ever had a villager move in on top of a PWP?

Okay so, Rizzo moved into my town after I talked him into after he was using my campsite. Well a few days later he moved in, right on top of my construction site for my reset surveillance center. I had to cancel the project and then restart it to get it going again. Has anyone else ever had a glitch that bad? Please tell me it is a glitch. I had donated 200,000 towards that I'm irritated now. Rizzo suddenly isn't such a cute mouse as he is a huge pain.

To my knowledge, a villager can't move on top of a PWP even if the project is currently in the 'fenced' state. It might be a glitch, either that or I'm misunderstanding your post...

It shouldn't be possible for a villager's plot to erase a PWP plot.

Villagers are not allowed to move on top of construction sites. Something is wrong with your game.
