Ive hit him with nets, yelled in his ear, reported him, but Harry will not move out. I really dont like him and i want him gone! How can i get him to leave? (cant use amiibo)

Sadly, none of those will help make him leave. Your best bet is to treat him as a normal villager. He will eventually move out. Best of luck.
 
You will likely have to wait it out until he pings you. Keep an ear toward other villagers who may tip you off that he's thinking about moving.
 
Ugh, he has been in the town since it was made. He doesnt match anyone else in the town and throws it off.

My other villagers are Eloise, Carmen, Clyde, Lopez, Fauna, Lily, Rory, and Annalisa

Just saying, doing what you just did makes him stay even LONGER.
The logical option is just to ignore him.
Like the second post said, keep talking to your actual wanted villagers until they say there is a rumor that the unwanted villager is leaving. If its another rumor, just time travel to the next day, and rinse and repeat.
It usually takes 2 weeks until they decide to move, so just time travel 2 days forward and back 7 times, (or more if needed)

I've been ignoring kevin for a while and he hasn't said much to me :/ Best choice is to chat to him at least once a day or something, the more closer he is, the easier he will want to leave, I think I heard its that way so it be harder for us to get their pictures or something, but yeah good luck! I used to have harry as well. :/
 
Just treat them nicely, once they warm up to you, they'll eventually think of moving out, that's how I got rid of my first two villagers, I do their requests, talk to them when I meet them, I guess you just have to hope that the villager that would move out is not your dreamie... it's a long porcess I agree but I guess that's how it is....
 
I tried ignoring Tank for a few months and he didn't budge so I started being nice, got his pic and finally moved 8 months after he moved in <_<
