Washes up on beaches a lot apparently! Once you've given him his communicator parts, that's it really, he'll send you an item in the mail tomorrow as a thanks.

He shows up randomly once a week a believe. @Romaki's response below is more correct!

I think I've only had Label once, and I haven't had CJ in almost a month. I kinda wish that they were put on a "rotation" of sorts, like you find a different one on 5 of those "off days", and then it resets and randomizes the order once you've seen all of them to keep things from being too predictable.

Shrubs aren't special? What about the flowers that Nook doesn't sell? I'd say Lief is special. Aside from getting more Shrubs (Can't have enough) I'm hoping to get pansies from him
