Well, considering that I don't want to invest in a good computer or another XBOX or Playstation and I have to wait a few years to be old enough to play M rated games, I would.

A GTA game on the Wii U is like having a Mario game on Xbox/PS.
If there were ever a universe where this would be possible, I'd still say no.

China town wars was on the DS and it wasn't half bad,plus the wiiu is supposed to be a next-gen system and certain missions could use the tablet in really neat ways

I'm indifferent to the GTA series, so I wouldn't buy it personally.

Nope. Then again I wouldn't buy it on PC. GTA IV imo wasn't good and the DRM really was just horrible.
