I have had TIY since February 4th 2015, so just over 2 years!!!

Admittedly I did take probably 7 ish months off, maybe a year I don't know

But I have NEVER had Gracie show up in my town, anyone know why? or how I can get her to come with out Time Travelling?

She's a pretty rare visitor and you just have to encounter her by luck since she has no set schedule Just make sure to check every single day so you don't miss an opportunity.

You also have to have spent a certain amount in TIY before she starts showing up (or so I hear), so on the chance that you haven't met that requirement yet, just buy everything out everyday.

I TT'd one day forward about 45 times before she showed up at the plaza. When I finally got her I would complete her challenge and then TT one day forward and TT back one day to when she was there and she would be there again with a new challenge

Oh cool never knew you could do that! Is that possible with things like Redd's tent or Gulliver? Time travel forward then back to when they were there and it refreshes them so you can buy more art/help Gulliver again?

By the way, you can change the date back and forth to see her multiple times.

Or you could buy all the outfits from re-tail. Collecting pieces of clothing from able sisters, making outfits that fit the theme, and storing them all somewhere gave me a headache.

The visitors for the week are set on Sunday if I remember correctly. I did time travel to unlock the final evolution of the store, but I played through the week, one day at a time. So I can confirm that it works for things like Redd's tent as well - and different paintings showed up there.
It has been some time, but my week went something like Mon: Sahara, Tue: Pete, Wed: Gracie, Thur: Redd, Fri: Gulliver. And that schedule remained, every time I reset the date back to Monday.

EDIT: I'm sorry, I missed that last line about not wanting to time travel.
The advice other people have given you is valid. I advocate buying or ordering things daily from TIY, items like the Moon and the Throne are really helpful for that goal. I also used to buy the CDs every day, because they're almost 4000 bells apiece. One copy for the player, another for decoration.

I TT'd to unlock the last shop because it was over a month between Gracie's first and second appearances, and I didn't know when she'd show up again.

That is so useful. I vowed to never TT in my town but I may just have to with Gracie.

Although she was going by a different name, I knew her when I was in the 8th grade. She was cold and snotty then and, apparently, hasn't changed a bit in all those years. At first, I tried to pummel Gracie into a wet spot on the Plaza but that only got her attention and she looked down on me with haughty derision...what was the question again?
