I don't know about those with hacked games or such, but normally you only get 1 of each golden tool, and they are not replaceable as far as I know - so I doubt there's many people who are willing to give away golden tools - as they can't get them back.
Maybe there are exploits or something, I am not sure, but from what I know, they are one-of-a-kind.
Perhaps there are people who are willing to sell/give away silver tools, however

Plus they are INCREDIBLY HARD to earn. It took me 7 years of playing New Leaf to get them all. Pretty much the only way you can get extra golden tools legitly is by creating a new player character in your town, and once you earn them on that character drop them on the floor for your main character to pick up. That's still extremely tedious though because it includes grinding for every fish and every bug and just w a i t i n g for the golden slingshot to come after you've popped enough balloons. I've been playing on my current NL save file for about 3 years now, and I still don't have the golden net because of tarantula spawning issues :/
