but can more than one citizen get one, or is it just the first person to go to the town hall?

umm, you make a perfect town for 16 days, get it on one character, then get rid of a perfect town, and make it perfect again and get it on another character?? I don't know because I overreacted and thought I knew the answer

Every character can recieve a golden can after the 16 day period. But only once per character.
