Gardening/ Beautiful Ordinace Confusion

So originally I had the Bell Boom Ordinance but about 1 month ago I switched to the Beautiful Town Ordinance and I am realizing that I rarely get hybrids, I have only gotten 2 in the last month and with my Bell Boom I would get 1 every other day. Am I doing something wrong? Or is my Beautiful Town Ordinance broken for some reason? Thanks in advance!

you should still water the flowers you're trying to get hybrids from, if you haven't been doing that.
