formatting my DS with a physical copy?

recently I got a new 3ds and wanted to format the system memory and stuff, but I've already put my SD card and game into the system

will my town still load like normal if I format it without the SD card in?

I think it should. No Animal Crossing data apart from the streetpass stuff is recorded on your SD as far as I know, it should all be on the cartridge. Makes sense, as a PowerSave device only needs the cartridge to change save data.

The only thing is that the time will be changed in-game (you can always fix this) and you will have to enable Streetpass/Spotpass again.

It backs up the fact that all save data is on the cartridge. I'm not too sure anymore, but I thought that was the focus of the question.

Edit: I don't have PowerSave though
