first three villager plots

for the first three new villagers you welcome when you have to build their furniture, is tom supposed to acknowledge every time you complete a plot?

in my last play-through, he acted like only one was ready when really all 3 were, and im scared thatll happen again so I'll only get one of the three

I went and spoke to him every time I built one when I did it. You could try talking to him multiple times if you have all 3 built.
