First 3 villagers + plot questions

I recently reset my island after 1+ years of not playing. I'm currently in the spot where I need to place 3 plots down and furnish them to recruit 3 new villagers to the island. In order to not have 3 random villagers move to my town, do I visit the mystery island first, ask the villager to move to my town, and then place the plots down? What order do I do this?

(P.s. I went to 1 island tour yesterday and saw zucker, I asked him to move to my town already. Will he move to my town when I place a plot down today?)

The first mystery island villager you ask to move to you island will trigger Tom to talk to you about placing the plots, which should happen the next day, of for you, it happened today. You can place the plots down whenever you want, but Zucker will not move in until all three plots are placed and all the items are collected for each. You don't have to keep searching for villagers on mystery islands if you don't want but the move ins (besides Zucker) will be random if you don't.

Also, it's no guarantee he will be the first one to move in either.

So let's say you have Zucker, Apple and Fauna moving in. Even if you met Zucker on the Mystery Island first, Apple could move in first. The 3 villagers who plots you placed move in in a random order no matter who you meet first.

Perfect. So build the plots first then go on mystery tours to invite villagers?
Or do I go on mystery tours first to invite villager, and then build the plots after recruiting them?

You can do it either way. But if you don't want random villagers moving in, you have to recruit at three villagers from the Mystery Island.

You can place the plots down and then go villager hunting, or you can go villager hunting get your villagers and then place the plot down, no way is the wrong way, but just make sure that if you want certain villagers, make sure to get them before you finish collecting the items for the houses and do not let the time jump to the next day or you'll have random move in. So my suggestion is if you are looking for certain villagers, don't place the plots down at all until you get them.
