Probably. If it were just the items, that'd be different, but there hasn't been any region specific villager yet. Some villagers haven't made it out of certain countries yet, but they should be on the way!

I thought the Monster Hunter amiibo were just new though? And Felyne can only be summoned from those amiibo. Once those amiibo come to the US (and others), we can get him too. I don't have any proofs or facts, but why wouldn't they come to other countries? Especially when there's lots of money to be made off of them. As for Filly, the only reason why I think he may come to other countries is because, like I said, no other villagers have been declared a region exclusive yet. I just have hope, and it just seems logical to me, but who knows what'll happen!
Yeh, Felyne did in HHD so he'll be available through amiibo when it comes out in other regions.
Plus you can get a Japanese amiibo if you really want Felyne because they're region free so.
I get the feeling that orange hamster dude will only be Japanese though :S

He could be, since he is based off of a Japanese product I think? But 7/11 is a US thing too, even though they're a dying race where I live haha, so I'd have hope for Filly!
I don't think there will be any region-only villagers. ACNL sold too well worldwide for them to hold out like that :/ but we do have to wait longer for the MH and Sanrio amiibo to release. I'm really praying they don't announce these things next year, when the Switch comes out xD That'd be pointless, lol. Hopefully sometime in December we'll receive an official statement from Nintendo
