Fertilizer + Bushes

Does fertilizer have an effect on bushes?

I want to plant them near cement but

they die.

Bushes cannot be planted DIRECTLY next to the cement. There needs to be at least one block clear in between the bush and the cement. Also, bushes cannot be placed in rows larger than 12, or one will die. (counts trees, and bushes as part of the 12)

Are we talking about the cement by the train station, plaza, etc? I've planted bushes directly next to them and they're fine. There must be something else that's not allowing the bushes to grow. Fertilizer has no effect on bushes though.

Can you plant them right below the wooden rail thingy where the train passes through?

When I've planted NEAR the train station I'm good, but DIRECTLY next to I have not had success.

Yeah, it's possible to plant trees and bushes next to pavement. As for the railing fence, I don't think they'll grow right next to it.

You cannot grow at the VERY edge of the map, so the fence at the top needs one space free. Flowers, can grow directly at the edge though.

You can grow bushes directly next to the grey pavement as long as it isn't touching the very edge of something else such as the very edge of the map, or a building.

Can you put flowers in between some bushes and it won't count as a row?
