I've been stumped on this, as well, but got some fun ideas here from others. My question focused on stalls, but I'm sure you could tweak them to be general decoration ideas:
Hot cocoa/cider/soup
Frozen treats
Hats/mittens/cooler weather pop-up shop
Pirate cove (I think that would be a fun beach/rock display, and could be spread out as much as you want
Maybe you could set up a series of chairs and fishing rods, with some fires, stools that have mugs and kettles on them, and do a winter fishing area (bonus is that if you break your rod, you can always go pluck another one )
You could decorate with seaweed and wild log benches. Once autumn hits, a lot of park services stop cleaning the beaches and debris tends to accumulate. It might not be super aesthetically pleasing, but it would look natural. In the winter, you could set up ice fishing stations.
I have some cliffs along one of my narrower beaches, so I was thinking of having sitting areas around a fire pit or two, like the ones I've seen at ski resorts around the area. Hopefully, I'll come across winter clothing/skiwear in the Able Sisters' shop sometime, so I can display that type of clothing.
I’ve seen someone online post a picture of the candles in the glass holder all over her beach. She had them lined up and it looked really good especially at night.
