A Dream Address is basically used as a way of seeing other people's town through the dream suite. It's a 12 digit number, just like a friend code. You will need a Dream Suite to get one, and they can change from time to time. Hope that explains it well enough.
To kind of elaborate a little more. It's a way to visit other people's town, destroying it without actually doing any damage to it, since it's all a dream. It negates people destroying others towns, so now random people can see your town, destroy it, and since it's a dream won't destroy all your hard work. Isabelle requests it after you find her sleeping in the Town Hall, and once you get it, Luna will allow you to visit others either randomly, or through a town/player name, or entering their code directly. You can update/get your dream too, which is exactly how your town is the moment you lie down on the back sofa. That's how the ones you visited too, the moment they're on the sofa, everything in their town exactly how it is is on their dream code. You can visit it, talk to the villagers, and the players who will say their TPC message, but you can't visit Re-Tail, Main Street, or leave the station (you can visit the Lost & Found and talk to Porter in the station though).
