oof.... lemme tell you a fun story

In my first ACNL town I had no idea what i was doing. I had no paths and had just flowers and everything willy nilly. I was in the process of trying to get tangy to move in to my town after she flicking left me. I did the 16 cycle, on the 15th something weird happened and a villager moved in to the place tangy was supposed to go. Somehow the previous ones didn't but when it mattered most.... someone ruined it. I was pissed because I needed tangy to be my neighbor.

The villager was rasher and he has screwed up towns for me after that point too, so he's my least favorite villager. He's also super ugly

If you picked up someone's voided villager or your town is less than 10, a villager who's in the void to move in, will move in no mater if there's tiles down everywhere or not, they'll plot on tiles if there's no where else.

That's too bad though, its very frustrating ehwn rhey do that.
Boomer and text aren't as bad a some others, (imo) I've had chow and flo move in randomly, I was despairing.

I hate getting villagers I don't want! I always keep my town full so I don't get anyone's void villagers. Now I just use the cards to swap them out when I get bored haha.

UPDATE!! Maple just told me Tex was thinking about moving, and usually the next day they ask to move so, yay!

UPDATE!! I went up to Tex and... he asked me to move! I said okay but he refused! Now I’m just pushing him around so he’ll regret his stay at Glitopia.

If that’s the case. You should close and reset BEFORE you spoke to him. And then don’t talk to him until the day he moves out.

If you haven’t saved yet after he decided he didn’t want to move. You can still reset and then ignore him until the day he moves out. Otherwise, if you’ve saved, you’ll be stuck with him until he pings again to move.

I'm so sorry about that. I hate it when that happens.

I did notice that you were going to start harassing him (as stated in a previous post). It would be better to simply ignore him again. A villager once asked to move away in my town and she, too, changed her mind after I said she could go. I ignored her for the second time and just recently left. Harassing them, sending the mean letters, or accepting their requests without completion still counts as an interaction.
