Does Max Repel work when you use surf?

I was running through the victory road cave and decided I didn't feel like doing any more fights so I used Max Repel.
Ran through the cave perfectly fine and then used Surf to go through the water portion.
And then I got into a fight with a Golbat and thought maybe I had a stupid moment and didn't use the repel.
After the fight, I go to use it and it says it is already in effect.
I got into 4 more Golbat fights and then went on land.
Ran the last steps of the repel and didn't get into a single fight.

So was it that Golbat hax, repel does not work during surf, or was it some weird glitch?

Max repel worked throughout route 223...

From what I know, Surf works with the Max Repel...

So I think it was a random glitch.

Maybe the Golbat were stronger than your strongest Pokemon?

the golbat were rather at a higher lvl then the first pokemon in your party. thats it.

Like they said, repel only keeps pokemon that aren't legendary or a higher level than your pokemon away. If you had a level 23 first, most pokemon could attack you. If you had a 100, you could still find a level 50 Mesprit or whatever.

when i went speed EV-training i always met up with some pokemon on my way to the lake inside the cave, never knew why but i'd guess it's because of this :')
