does having items dropped on tables count as items lying around?

hello there!

so, i was renovating my island and whatnot, doing my very best to get to five stars. i went to check my island evals, and isabelle said this:

basically, i wanted to know if having items dropped on tables is the same as items dropped on the ground? i have a few "free stuff" stalls around my island to give away things i either don't need or have a duplicate of. i went to a five star island with dozens of stalls with things on them everywhere.

please help! i haven't been able to determine for myself! is this why she's saying it or is it because of the few stones and branches i have here and there?

yeah D: i also had some weeds on the ground because it was for decoration but once i picked them up , isabelle didn't complain anymore

I put out some fruits onto stalls which reduced my island from 5 to 4 stars, and Isabelle mentioned I had too much stuff lying around
