Does camper villager replace villager that just moved out or does....

Does a camper villager that asked to move in replace a villager that just moved out or does another villager move in to replace the recent move, while the camper villager still moves in?

I hope that makes sense. Basically I had a villager move out. So now I have no jock personalities. I was doing the reset trick so I can hopefully get Rudy to move in. He was in a prior village. But in my camp Flurry came. I want her because of her name, it kinda goes along with my village name. So, I asked her to move in and she said yes finally but I didn't save yet. I don't want to ruin my chance to try to pick the next character out.

So, I am wondering, if I let Flurry move in, will it replace my recent mover?
Or will I get another villager to move in along with the camper moving in?

I have 8 villagers right now.

I really hope this makes sense and I am sorry for all the questions! thanks in advance!
 
Flurry will move in and you'll have 9 villagers, which means that the next village can be obtained by: some villager from a void that you picked up from streetpass or someone visited your town/someone you adopted from another town/another canper who you asked to move in. If you won't save and Flurry won't move in then the next day there should be a random move in.
 
Pretty much what Inka said. You can only have a max of 10 villagers and 9 of those can come from random moves ins that the game gives you, or if you get there before the games gives you one yo can adopt from another town or from the campsite, which you have just done with flurry. The only way now to get a 10th villager is to adopt from another town, get them from somebody's void by you visiting their town or them visiting you, or from street pass.
To avoid this, just turn off street pass and avoid doing wifi until you have filled this 10th spot. The most recent villager is very difficult to move out, so you will probably want to avoid being in that situation to begin with
