Quick question, because I can't seem to remember for the life of me, do you need to have build the campsite before being able to place more plots?

Yep. Tom will only start selling housing kits for plots 7-10 after inviting the forced camper.

Yeah if you just restarted your island or are new to the game you have to build the campsite in order to invite villagers using amiibo cards.
