I really want to use this hairstyle for my mayor, but I wear hats a lot, so does anyone know what it looks like with headwear?

It's definitely a boy's haircut I believe, I know there's quite a similar one in the girls hairstyles but the bangs are just a bit shorter. So you'll probably have to make several trips to shampoodle if you want to unlock it. Although I have no idea what it looks like with a hat on, so maybe someone else can give you the answer you're looking for. Good luck!

Yes you can. If you were a female you would have to get all the female haircuts atleast once to unlock male haircuts, vice versa.
