Does anyone know how to upgrade Residential Services?

Forgive me if this has been asked before, but does anyone know how to upgrade Residential Services to Town Hall? I really want to listen to the hourly tracks in-game. I've also paid off my first loan and donated a lot of bugs/fish, so I'm awaiting Blathers's arrival.
