Does Anyone Know How To Program A Game

Im just wondering if anyone knows how to make flash games for android or windows I have ideas but I don't have anyone to make them?

What I want is a flash game that has some switches like a control panel and some lights that light up and a self destruct switch with a hat switch and 2 keys you turn to arm them kinda like the self destruct system from aliens with a 10 min countdown and a cutoff at 5 mins where you can not cut it off and there's a power level to monitor a scanner if its on the control panel might take a While to make but its fun.

I have no idea on how to make a phone game, but if you want to make a simpe game on your computer, I would recommend Scratch.

Gamemaker is also a really good program, but it's not very user friendly and it might not work for something like that.
