Ok, I know about the diving technique to get projects suggested quicker, but that's not my question. My question is if let's say I want the picnic blanket to already get suggested, do I have to do a certain thing to that certain villager, or in the town so that certain project can get suggested? Or is it all just randomly generated? Because in my last AC NL game I had Mira and she suggested every project but the picnic blanket so that was the last one for her to suggest that an Uchi villager could and this uchi villager seems like she's doing it in the same order as Mira. Well other than that, I also want to know if you're able to get more than one project suggested in one day. I heard that you can get up to 3 or 5 but I've never even gotten 2 in the same day.
There's no confirmed method of getting a specific PWP requested... but the process is exhaustive. The more PWPs you get that you don't want the more likely you'll get the PWP you do want the next time one is requested.
I've never gotten more than one, either, so I'd take the multiple-request stories with a grain of salt. If you're trapping the villager and doing the diving trick, though, you're doing literally all you can--nothing dictates the order, as far as I know, they are random. Snake requested my instrument shelters, whereas Ribbot had only requested some stadium lights or something along those lines. Just keep trying. ^^
I've never gotten more than one pwp in a day. I don't think they suggest them in any particular order and it's all random. I've also found that celebrating the completing of a project helps since I keep getting pwp suggestions right after a pwp celebration.
With my experience, people never get more than one PWP in a day. The diving trick is (to my knowledge) random. The villager that pings will most likely be the one you haven't seen/talked to in a while. The order PWPs get suggested in are random. Curse you, RNG.
I actually have gotten two pwps in a day. The trick is to have empty pockets so they don't ping to ask for furniture, no bells so they don't ping you to buy something, and full pockets (of flowers) so they don't ping to give a gift! Do this with the diving technique and it will increase your chances of getting a pwp since they have 3 less reasons to ping.
Side note: this doesn't always work, as they might ask a random question or for a new catchphrase when they ping. It only increases chances.

If there are specific ones you want, dig holes around a villager of the personality type that requests it and proceed to do the diving trick mentioned above. That way, you know where they are and can approach them in the hopes that they will ping.
Sometimes it takes a while. Sometimes the wrong villager pings, and sometimes they ping you and talk about things that have nothing to do with Public Works Projects, like showing you a letter you or someone else wrote to them.
If you do the diving trick, to increase the chances that the villagers will suggest a Public Works Project, you should sell anything you don't need and fill your inventory with bells. 100 bell increments are what I usually go with. That way, they won't try to buy things off of you or try to sell you something. Their dialogue choices are effectively limited by the circumstances, so the likelihood rises.
Also, periodically talk to villagers even if they don't ping. If you go too long without talking to someone, no one will ping and they will say that you look tired and that you should rest.
