Do clovers spawn faster without Beautiful town ordinance

I'm considering a big operation in my town where I store all my hybrids in my house and other towns. But before I try it, can someone confirm this? It's a really big task cuz I've got sooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooo many hybrids so it would suck if it failed lol
