Do bushes count as more greenery for a perfect town?

Trees on the beach count too! I planted 8 banana trees yesterday and woke up to my first Jacobs ladder outside my house. I didn't realize how close I was to a perfect town.

AFAIK, you need at least 110-200 trees for a perfect town.
