Do Amiibo Villagers always take over the house of the person they kicked out?

Trying to figure out if this is a feature, or a bug.

Beau lives in the wrong house now, but I was worried if this was a smaller version of the Amiibo bugs, or if it was just a gameplay aspect. If so, can I / should I use for giving villagers different houses? Or could it be a sign that the glitch could get worse?

He kicked out Rudy (who was adopted by someone). I didn’t realize he had the wrong house till I visited a friend with Beau and Rudy, too, and saw their houses!
