The Airport is for inviting people to visit your town for free. Dodo Business Class is for inviting people to visit your town and charging them a fee. I’ve also seen some people sell or giveaway town services in those forums as well (like weeding and flower watering).

I would imagine that it’s not the intention for the same thread to be posted in both places, since they both have different uses. I think people just tend to get confused about it.
