Cycling question!

in order to start cycling, do you need a villager to ping you first and then you cycle, or can you straight up cycle without anyone pinging?

You can cycle with no one pinging, I always have a 'test villiger' and they tell me if anyone is thinking of moving out. Then I go up to the villiger and if they don't ping me I TT to tomorow. I just TT 4 days ahead and a lot of the time they are in boxes.

I've had no one in my time of new leaf say that someone is thinking of moving out though?
