Cycle question

How come when I asked Maple to come move back in, there wasn't the option? I cycled 16, and she's in my mainstreet. This happened to my friend with Scoot.
Do I have to cycle out more villagers to let her back in?

Are you sure you didn't count wrong? After you cycle 16 villagers, Maple shouldn't be in your Main Street.

I must've, since she wont move back in. Does that mean I can't get her now?

If she's still in your main street then you probably still have to keep cycling.

Yup. I would assume that you just counted wrong and you only need to cycle 1-2 more out.
