Even getting your fortune told in other towns won't do a thing. Her tent has to be in you town and fortunes told with your residents only. She's very picky.

You won't unlock Katrina by having people visit your town.

The quickest way would be to make a new character, set up a house and become a resident, get your fortune told, delete the character and repeat until you unlock her.
