So I've been doing the diving trick to get PWPs, and I just decided I'd build the tulip topiary. Although I still want to search for the picnic blanket. Am I able to collect new ideas for a PWP while raising money for a different one?

I just updated the Dream Address of my second town of Progress. I have at the Plaza a number of items (like ice cream cones). After I cleaned up, I pocketed them. And then Tia pinged me. The Normal elephant requested a Drinking Fountain. I then saved and continued immediately and have continued.
I find that it's best to put your Mayor in a position where the villager pings don't allow for the villager to try get clothing or anything else from your Mayor, or that they cannot give you items because your Mayor's pockets are full. That the villager is in no position to approach your town's Mayor for items; so the ping will have to be for one of the following three: changing a phrase; informing you of a move; requesting a Public Works Project.
To help you get villagers to ping you, do something like spend time watering flowers. You don't have to necessarily go for a swim. You just have your Mayor out and about, maybe doing something Mayoral, and keep doing it for a bit you can trigger those villager pings. You're probably going to get two or three, max, per game date. (I know a YouTube video has the player getting four. But you really have to clock in a good amount of actual time playing it.)
