Buying Clothing Rack

This is NOT a pic of my mayor and it doesn't belong to me (since a friend sent the photo to me via chat), but I was wondering if anyone knew what the clothing rack item was? I've seen a lot of towns have it but whenever I look up "clothing rack" or "clothes rack acnl" i don't find any info on where to get it. Is it only from HHD (I don't have the game)? D:
and I'd definitely be okay with paying tbt for it! Just name your price (I don't have a lot but I can earn it).

You can get it from Bitty or Spike, it's called hanger rack.
I do have Bitty card, I could scan it for you if you like.
