I thought the rules said you can't sell hacked items to make a profit....

There is nothing in the rules that says you can't give away hacked items for free, correct?

storm says this Selling, buying, trading, auctioning, or <big><big>giving away</big></big> hacked items is not allowed. Hacking is not allowed at The Bell Tree and some of these items are known to cause problems with the game.

i just gave the rules a quick glance and there is nothing that can relate directly to what he's doing.

Well from what I saw in the rules, it doesn't look like he's disobeying them. The closest one I could find was:
Users may not post, upload, link to, or e-mail any content that contains, promotes, instructs about, or provides prohibited content of the like listed below:
-Hacking materials or information
-Hacking or cheating for internet/online games
But they can only partially relate to what's happening. Those are the closest ones I could find and I don't think they are that eligible.
