Citizen Satisfaction Problems.

I have been playing new leaf for a couple months now learning how to play an animal crossing game and now that im pretty good at it I can't do anything because citizen satisfaction keeps telling me "Uh... I'm not sure if it's Ok to write something like this,so forgive me..."I wonder if they could pay a bit more attention to our town...perhaps just a little?" and that there is not enough greenery in my town but there is like a ton of flowers and trees.
I would like to know how get rid of these problems if you guys could help Thanks.

Do you have the Beautiful Town Ordinance in place? That may help. Also you need 110-200 trees and over 75 flowers to have enough greenery. You might only need a few more or something.

plant more coconut and banana trees on your beach if you can afford the space.

Do you have an abundance of PWPs? I think there has to be a certain amount of flora more than PWPs to get a good rating. There's also PWPs that hinder your rating more than regular ones like oil rigs and trash cans.

You need more trees, I think. Flowers count a lot less as greenery.

I can understand that the Oil Rig PWP and Trash Can PWP would hinder the rating, but what about the Recycling Bin PWP?

What I don't understand is the Tire Toy being one of the most citizen-satisfaction-lowering PWPs. Come on, that thing is on every single anime park!
